An alleged Russian drone struck a residential apartment building in Romania near the Ukrainian border, injuring two civilians and prompting renewed discussions on regional security risks involving NATO-member states.

The incident occurred overnight in the Romanian city of Galați, close to the border with Ukraine, during a wave of Russian drone strikes targeting Ukrainian infrastructure. Romanian authorities confirmed that the drone entered Romanian airspace before crashing into a residential high-rise, triggering a fire and an emergency response.

Romania’s Ministry of Defence stated that the drone involved in the incident was Russian, marking one of the most significant cross-border airspace incidents affecting NATO territory since the Russia-Ukraine conflict began in 2022.

Russian Drone Crashes Into Romanian Apartment Building

According to Romanian defence officials, the drone crossed into Romanian airspace during overnight strikes targeting Ukrainian infrastructure near the Danube River border region.

“During the night of May 28–29, the Russian Federation resumed drone attacks on civilian and infrastructure targets in Ukraine, near the river border with Romania,” the Romanian Ministry of Defence said in an official statement.

Officials said the drone was tracked by radar as it entered Romanian airspace and moved toward the southern area of Galați before crashing onto the roof of an apartment building.

The impact caused a fire inside the residential structure. Emergency services were deployed to extinguish the fire and assist residents.

Authorities confirmed that two civilians sustained minor injuries and received medical treatment. No fatalities were reported.

This is the first confirmed case of a Russian drone striking a residential building in Romania, although Romanian authorities have reported previous drone incursions and debris incidents near border areas since 2022.

Romanian F-16 Jets Scrambled

Romania’s defence ministry said two F-16 fighter jets were scrambled after radar systems detected unauthorized aerial activity in Romanian airspace.

Officials stated the jets had authorization to monitor and respond to potential threats if required. It was not immediately confirmed whether interception attempts were made before the drone crashed.

Romania, a NATO member bordering Ukraine, has reported repeated drone activity near its airspace since the beginning of the war.

NATO Responds to Incident

NATO confirmed it was in contact with Romanian authorities following the incident.

“Early this morning, an apartment building in Romania was struck by a drone as Russia attacked Ukrainian infrastructure near the border,” NATO said in a statement.

The alliance reiterated that it continues to strengthen air defence measures against aerial threats, including drones.

Calls for Stronger NATO Action Emerge

Following the incident, commentary on social media and among some political and public voices included renewed calls for NATO to consider invoking Article 5 and for a stronger military response to cross-border incidents. These calls, often expressed in “pro-war” or hardline political discourse, also included demands ranging from expanded direct NATO engagement to broader escalation measures.

However, NATO officials have not indicated any consideration of Article 5 activation in relation to the incident, and have treated the case as part of ongoing spillover risks from the conflict in Ukraine rather than a direct armed attack on Romania.

Security analysts note that NATO has consistently maintained a distinction between accidental spillover incidents and deliberate attacks on alliance territory when assessing collective defence obligations.

Rising Security Concerns for NATO Border States

Countries bordering Ukraine and Russia continue to report increased exposure to airspace violations and drone-related incidents since 2022.

Romania, Poland, Latvia, and Estonia have all recorded instances of drones or debris entering their territory, although most cases did not involve direct strikes on populated infrastructure.

In Latvia, political debate over national defence readiness has intensified in recent months following reported drone incursions and concerns about air defence response systems. Authorities across the region have since reviewed and expanded monitoring and interception capabilities.

Russia-Ukraine Conflict Continues

The Romanian incident took place amid continued Russian drone and missile strikes across Ukraine, with Ukrainian officials reporting attacks on infrastructure in multiple regions.

Russia has stated its strikes are connected to developments on the battlefield and earlier incidents in contested areas. Ukraine has continued to request additional air defence support from Western allies, including systems designed to counter ballistic and drone threats.

Diplomatic efforts aimed at ending the conflict remain limited, with European and NATO members continuing discussions on long-term regional security arrangements.

The incident in Romania is expected to be reviewed further by national authorities and NATO as investigations continue into the circumstances surrounding the airspace breach.
