Richard Keenan, a 65-year-old former Ohio mayor who was accused of multiple charges of raping a 4-year-old girl, accused the girl of “initiating” sex with him and called her a “volunteer.” his deplorable actions, according to court documents reviewed by the Washington Post.
The four-year-old victim of initiating a case, calling her a “volunteer participant.” The allegations are believed to have come to light after the girl told Keenan’s wife, and she spoke out against him.
Documents show that Keenan claimed that the girl was a willing participant and initiated sexual intercourse, The Vindicator reports. The girls’ mother said in a statement that Keenan was manipulating the family and taking advantage of the little girl. According to the legal document, shortly after the child exposed the ongoing sexual abuse, the former mayor confronted his wife, Diana Keenan, and the former mayor told his wife that he did.
Keenan’s brief tenure as mayor of Hubbard ended two years before the alleged attacks. Richard Keenan was sworn in as Mayor of Hubbard’s Ohio in January 2010 until John Darko took office in December 2011.

Richard Keenan was then taken to Warren, Ohio Trumbull Memorial Hospital’s psychiatric ward. According to court records, he admitted to sexually abusing a youngster for two years during group discussions there.
According to court records, he was released from the hospital and admitted to the River Bend Treatment Center, where he told an intake social worker he was suicidal as a result of his activities.
According to court records, Keenan discussed the alleged abuse with a local pastor in further detail, claiming that it began when the youngster walked in on him in the restroom. It’s unclear how he came to know the child.
