Dubai is rapidly positioning itself as a global hub for artificial intelligence startups, attracting entrepreneurs and innovators from around the world. At the Dubai Assembly for AI, part of Dubai AI Week 2025, industry leaders highlighted how the UAE’s innovation-friendly environment, stable market conditions, and forward-thinking legislation are fueling this transformation.

Companies like Builder.ai have relocated their headquarters to Dubai, drawn by strong demand across the GCC and a business climate conducive to developing AI-powered platforms. Executives pointed to the alignment of capital, talent, and R&D support as key drivers behind the country’s rise as a center for breakthrough technologies.

The UAE’s Golden Visa programme was also cited as a critical factor in creating a stable foundation for building globally competitive companies and attracting world-class talent. Entrepreneurs who have recently established operations in Dubai described the move as invigorating, crediting the local ecosystem for its openness and supportiveness.

Meanwhile, government entities in Dubai are leveraging AI to enhance public services. At the Roads and Transport Authority, AI-powered chatbots have managed millions of interactions, underscoring the tangible benefits of data-driven innovation. Similarly, Dubai Customs is using AI not just for optimization, but to fundamentally rethink operational processes.

A global study presented at the event revealed that only a quarter of Chief AI Officers (CAIOs) believe their current infrastructure is capable of supporting AI at scale, despite the increasing expectations placed on their small teams. Experts emphasized that coordination across sectors will be essential in determining global AI leadership.

A dedicated panel on AI startup investment showcased how Dubai’s diverse culture, strategic geography, and innovation ecosystem are nurturing companies with international ambitions. Startups in the region are no longer playing catch-up—they’re creating pioneering solutions ahead of global trends.

Participants also noted the empowering environment for women in tech, where merit and innovation take precedence, creating opportunities for founders of all backgrounds.

In discussions around education and the metaverse, thought leaders likened current skepticism toward AI to past resistance against tools like calculators in schools. The consensus was that AI, if made accessible, has the potential to deepen understanding and revolutionize learning. However, concerns were raised that without inclusive infrastructure, there is a risk of exacerbating global inequalities, echoing past challenges with technology access.

Dubai’s comprehensive approach—from nurturing startups to transforming public services—is rapidly establishing the city as a global launchpad for the next generation of AI innovation.
