In a provocative move, U.S. President Donald Trump has proposed that Canada either contribute $61 billion to the United States’ new “Golden Dome” missile defense system or join the U.S. as its 51st state. This offer has sparked significant controversy and concern in Canada.

“I told Canada, which very much wants to be part of our fabulous Golden Dome System, that it will cost 61 billion Dollars if they remain a separate, but unequal, Nation, but will cost ZERO DOLLARS if they become our cherished 51st State,” Trump wrote on his Truth Social network.

The “Golden Dome” is a proposed space-based missile defense system intended to shield the U.S. from long-range and hypersonic missile threats. Inspired by Israel’s Iron Dome, the system is projected to cost approximately $175 billion and is expected to be completed within three years. The U.S. Space Force is leading the initiative, with major defense contractors reportedly vying for involvement.

Canada’s interest in the Dome

Canada has expressed interest in participating in the United States’ “Golden Dome” missile defense system. Canadian Prime Minister Mark Carney has acknowledged that his government is in talks with the US regarding participation in the Golden Dome program. “Is it a good idea for Canada? Yes, it is good to have protections in place for Canadians,” Carney said during a press conference last week. “We cooperate, if necessary, but not necessarily cooperate,” he added.

Canadian Defence Minister Bill Blair has indicated that Canada is prepared to join the U.S. in developing the “Golden Dome” missile defense shield, emphasizing the importance of an integrated missile defense system for North America. He noted that Canada is already an “essential partner” in the joint protection of North America through NATO and the NORAD joint air defense program, and extending this cooperation to the “Golden Dome” makes sense.

Additionally, Canada’s participation is expected to be limited to research involving the detection of incoming threats. U.S. General Greg Guillot mentioned that Canadian involvement would focus on developing sensors for the missile defense system, aligning with existing plans to modernize continental defense.

Response to the Trump Proposal

The Canadian public has been fervently against the Trump proposals of becoming the 51st state of the USA. The issue was such a major point that it swung the elections of the Liberals in Canada. Before Trump’s election win, the conservatives were leading by a margin, but once Trump began his 51st state narrative, the Conservative campaign collapsed, giving way to Mark Carney becoming the Canadian Prime Minister.

Seemingly, the average Canadian citizen has been so incensed by this rhetoric that even Pierre Poilievre, Mark Carney, Justin Trudeau, and many other leaders who may have conflicting views all came out in unison against the proposal.

Now that Trump has started his push again, the proposal has again been met with widespread condemnation in Canada. Prime Minister Mark Carney, who assumed office in May 2025, has firmly rejected the idea, stating, “That’s never, ever going to happen”. Former Prime Minister Justin Trudeau also dismissed the notion, saying there is “not a snowball’s chance in hell” that Canada would become part of the United States.

Public opinion polls reflect a similar sentiment, with overwhelming majorities of Canadians opposing the idea of annexation. For instance, a Léger poll conducted in March 2025 found that 85% of Canadians were against joining the U.S. as the 51st state.

The proposal has also drawn criticism from abroad. In a rare address to Canada’s Parliament, King Charles III reaffirmed Canada’s sovereignty and independence, warning that the nation faces “unprecedented” challenges to its freedom and democracy amid Trump’s annexation threats.

It seems Donald Trump has made up his mind that he will push the 51st state narrative on Canada whenever given the opportunity. And since the two nations are Neighbours with heavily interlinked trade, these opportunities are bound to come often enough. The Golden Dome seems to be another carrot being offered to Canada. Whether this rhetoric is driving Canada closer or farther from the USA only time will tell, but for now, the Canadian public and authorities have only one thing in unison: they want to trade and have diplomatic relations with America, but do not want to be part of the USA.
