A statement by EU foreign policy chief Kaja Kallas has triggered a brief but high-profile diplomatic confusion after she suggested that the United States Embassy had left Kyiv amid Russian threats of intensified strikes. The claim was swiftly denied by both the United States and Ukrainian officials, who confirmed that the embassy remains fully operational in the Ukrainian capital.

The incident highlights the sensitivity surrounding information from the frontlines of the Russia–Ukraine war, where security warnings, diplomatic movements, and military threats often overlap with fast-moving and sometimes incomplete intelligence.

Speaking to reporters on May 28, Kallas addressed concerns about Russian warnings urging foreign diplomats to leave Kyiv ahead of anticipated missile strikes. She framed the situation as part of Russia’s broader strategy of psychological pressure on Ukraine and its allies.

According to her remarks, she had been informed that “all embassies stayed except one,” and added the phrase that “America left,” while emphasizing that European diplomatic missions had remained in place despite threats.

Her comments were made in the context of ongoing Russian military pressure, including recent large-scale strikes on Kyiv and repeated warnings from Moscow directed at foreign missions in the Ukrainian capital.

Immediate Denial from the United States

The statement was quickly contradicted by the United States diplomatic mission. The US Embassy in Kyiv issued a public clarification stating that its operations in Kyiv remain unchanged.

The embassy confirmed that it continues to function normally and rejected any suggestion of evacuation or suspension of activities. It also reiterated standard security guidance advising against travel to Ukraine due to the ongoing armed conflict, but emphasized that its diplomatic presence in Kyiv has not been reduced or withdrawn.

This direct denial effectively nullified the central claim made by Kallas and raised questions about the source of the information she had referenced.

Ukraine Also Rejects the Claim

Ukrainian officials also moved quickly to correct the record. The Ministry of Foreign Affairs of Ukraine stated that reports of the US Embassy leaving Kyiv were false.

Ukrainian presidential representatives further suggested that any confusion may have resulted from referencing earlier security-related movements rather than an actual evacuation. One explanation offered was that some diplomatic staff may have adjusted their presence temporarily around periods of heightened Russian attack warnings, but no embassy withdrawal had taken place.

Ukraine’s communications officials emphasized that all key diplomatic missions, including those from the United States and European Union member states, continue to operate in Kyiv.

European Embassies Remain in Place

Multiple European diplomatic sources also confirmed that no widespread evacuation of embassies has taken place in response to recent Russian threats. EU officials stressed that diplomatic missions in Kyiv are operating under enhanced security conditions but remain active.

The presence of foreign embassies in Kyiv has been viewed as a symbolic and strategic signal of continued international support for Ukraine throughout the war. Despite periodic missile strikes and drone attacks on the capital, most diplomatic missions have maintained operations since their initial return after early-war evacuations in 2022.

Russian Threats and Escalating Tensions

The confusion emerged against a backdrop of renewed Russian warnings directed at Kyiv. Russian officials recently issued statements urging foreign nationals and diplomats to leave the Ukrainian capital, citing planned “systematic strikes” on military-related infrastructure.

These warnings followed one of the largest recent missile and drone attacks on Kyiv, which caused widespread damage across residential and public infrastructure and resulted in civilian casualties.

Western governments have consistently dismissed such warnings as psychological pressure tactics aimed at destabilizing civilian morale and reducing foreign diplomatic presence in Ukraine.

Disinformation Concerns and Political Fallout

The incident has also reignited debate over misinformation during wartime. Kallas has previously been a vocal critic of Russian disinformation strategies and has urged stronger European measures to counter false narratives.

However, the misstatement—whether due to miscommunication or outdated intelligence—has provided ammunition for critics who argue that even high-level officials can inadvertently spread unverified claims in fast-moving conflict environments.

Observers note that such incidents underscore the challenges faced by policymakers who must respond in real time to rapidly changing battlefield conditions while relying on fragmented reports from multiple sources.

Broader Diplomatic Message

Despite the controversy, the broader diplomatic reality remains unchanged: Western embassies continue to operate in Kyiv under heightened security conditions, and no formal evacuation of the US mission has taken place.

The episode also reinforces the ongoing information war surrounding the Russia–Ukraine conflict, where competing narratives often spread as quickly as battlefield developments.

As both Ukraine and its Western allies continue to navigate military escalation and diplomatic pressure, officials stress the importance of verifying claims before public communication—particularly when such statements can quickly escalate into international headlines.

For now, the official position from Washington and Kyiv is clear: the US Embassy remains open, European missions are staying in place, and no coordinated diplomatic withdrawal from Kyiv has occurred.
