New Delhi: General Dan Caine, the chairman of the US Joint Chiefs of Staff, has spent recent weeks quietly telling senior Trump administration officials that Washington needs an off-ramp from its six-month war with Iran, CNN reported on Friday, August 7, warning that the escalation options on the table could backfire and that air power alone is unlikely to deliver the president’s stated objectives.

“Caine is looking for an off ramp,” one of three sources familiar with the matter told the network.

According to CNN, Caine has raised his concerns with the CIA director, John Ratcliffe, the secretary of state, Marco Rubio, and the vice-president, JD Vance, and has held side-bar talks with like-minded officials so that the team walks into meetings with the president agreed on the limits, and the price tags, of every remaining military option.

Not a surrender

In a White House meeting late in July where escalation was on the agenda, Caine made plain that if the president chose to press ahead, “we could absolutely wreck them”, a source familiar with the discussion told the network. The general, 57, told Congress last month that air power has its limits, a view now shared across much of the president’s national security team.

The harder problem is the arsenal. Senior commanders believe US stockpiles of key munitions have fallen to dangerously low levels, and Gulf officials have warned that a shortage of high-end American air-defence systems could leave them exposed to Iranian retaliation. Before the war began, Caine cautioned that a drawn-out campaign would drain stocks earmarked for Israel and Ukraine.

Those worries helped shelve a major strike package late last month. Trump was initially prepared to greenlight the operation, CNN reported, but backed off after Gulf allies warned of Iranian retaliation against their energy infrastructure; a senior administration official stressed the strikes remain on the table. Only elements of US Central Command favoured the plan, one source said, though Israel broadly supported escalation.

The leak, and who benefits

Caine’s spokesman, Joseph Holstead, pushed back, refusing to discuss the chairman’s confidential conversations and dismissing “anonymous, agenda-driven characterizations” of them. A White House official called the general “an incredible asset to President Trump’s national security team”, pointing to the successes of Operations Epic Fury, Midnight Hammer and Absolute Resolve.

Trump’s own irritation has been aimed less at his general than at the leakers: he vented at a Camp David cabinet meeting last week over the public airing of the munitions problem. Stories like this rarely surface in Washington by accident. Presenting the commander-in-chief with options and their costs is precisely a chairman’s job; the question conservatives will be asking is who inside the administration wanted CNN to have this story, and why now.

No appetite for another forever war

What nobody is proposing is boots on the ground. Administration officials and outside analysts broadly agree, per CNN, that decisively defeating Iran would require a major ground operation that could cost thousands of American lives, and no one is arguing for it. Trump has been consistently averse to deploying troops, believing air power can force Tehran into a deal on his terms.

For a president elected on ending open-ended Middle East wars, the search for an exit is arguably not a retreat but a return to the script. The off-ramp now being explored, CNN reported, would begin with an agreement to reopen the Strait of Hormuz, through which Iran has restricted travel since the air campaign began, and hand Trump a win he can sell to the American people without closing the door on a wider diplomatic breakthrough.

The war so far

The conflict opened in late February with joint US-Israeli air strikes, a campaign Trump once described as “a little excursion”. Before the fighting began, the president invoked Caine by name to claim the war would be easily won. Six months on, a senior Central Command official has taken to emailing colleagues for fresh, unconventional ideas to pressure Tehran, a step sources described to CNN as a tacit admission that the campaign has not gone to plan. The Daily Beast reports the Pentagon referred questions to Caine’s office, which did not immediately respond.
