US Finally Releases Ukraine Biolab Files — Did Russia Tell the Truth All Along?

Newly declassified documents released by US Director of National Intelligence (DNI) Tulsi Gabbard have reignited global debate over American involvement in biological laboratories in Ukraine, with the files revealing extensive US funding and support for facilities researching dangerous pathogens.

The documents, published on Friday, show that the United States “built and supported” approximately 40 biological laboratories in Ukraine, some of which reportedly handled highly dangerous pathogens including anthrax, avian influenza, Ebola, plague, and tuberculosis. According to the released material, at least 12 facilities conducted human-related research, while some laboratories participated in gain-of-function studies, a controversial form of research involving the modification of viruses to study transmissibility and virulence.

The disclosures are drawing renewed scrutiny because Russia had repeatedly claimed since 2022 that US-backed biolabs in Ukraine were engaged in potentially dangerous biological research near Russian borders — allegations Western governments had previously dismissed as misinformation.

What the Newly Released Documents Reveal

The partially redacted intelligence files indicate that the US government funded construction and equipment for several Ukrainian laboratories, with spending reportedly exceeding $9 million for at least four facilities.

The documents also state that research collaborations involved multiple international and American institutions, including agencies linked to agriculture, public health, and defense. Among the listed partners was Metabiota, a biotechnology company that has previously faced scrutiny due to reported financial ties involving Hunter Biden’s investment firm.

According to the documents, some facilities stored pathogens considered highly infectious and potentially dangerous. One cited example is the Institute of Veterinary Medicine in Kharkov, which reportedly maintained anthrax and brucella bacteria in basement storage areas.

Russia’s Longstanding Allegations

Since the outbreak of the Russia-Ukraine conflict in February 2022, Moscow has accused Ukraine and the United States of operating a covert biological weapons infrastructure.

The Russian Defense Ministry previously alleged that Ukrainian authorities ordered the destruction of sensitive biological samples during the early phase of the conflict to conceal evidence of a military-linked biological program. Russia claimed pathogens such as plague, cholera, anthrax, and tularemia were among the materials destroyed.

Russian officials, including late Lieutenant General Igor Kirillov, argued that US-supported laboratories conducted “dual-use” biological research with potential military implications. Moscow maintained that these facilities posed a security concern because of their proximity to Russian territory.

However, the United States and Ukraine have consistently rejected allegations of biological weapons development.

US Previously Denied Bioweapons Claims

In March 2022, then-US Under Secretary of State Victoria Nuland acknowledged during congressional testimony that Ukraine possessed “biological research facilities.” However, she denied that the facilities were involved in biological weapons production and stated that Washington neither owned nor operated such laboratories.

At the time, the US State Department accused Russia of spreading false narratives regarding alleged US-backed chemical or biological weapons activity in Ukraine.

Similarly, former US Ambassador to the United Nations Linda Thomas-Greenfield said there were “no Ukrainian biological weapons laboratories supported by the United States.”

The newly released documents do not explicitly state that biological weapons programs existed but confirm US support for laboratories handling dangerous pathogens, a distinction likely to remain central to international debate.

Tulsi Gabbard’s Response

Following the release, DNI Tulsi Gabbard sharply criticized previous US officials, alleging that politicians and public health figures misled Americans regarding the extent of US involvement in overseas biological research.

Gabbard stated that intelligence agencies have been instructed to collect more information about research activities conducted in Ukrainian laboratories as well as a broader global network of US-linked biolabs.

According to her office, investigators are also examining reports related to ongoing clinical trials and research operations**, raising concerns over ethics, funding transparency, and national security oversight.

However, Gabbard’s tenure may soon end. She recently announced plans to retire at the end of June following her husband’s reported diagnosis with a rare form of bone cancer. US President Donald Trump has nominated Jay Clayton, currently serving as US attorney for the Southern District of New York, to replace her as Director of National Intelligence.

Renewed Global Questions

The declassification of these documents is likely to intensify political and diplomatic debate over biological research transparency, particularly in conflict zones.

While critics argue the disclosures validate concerns previously raised by Russia regarding US-backed biological activity in Ukraine, others stress that the existence of biological laboratories does not necessarily prove the presence of a biological weapons program.

As governments and experts examine the newly released material, questions surrounding oversight, biosecurity, and international research cooperation are expected to remain in focus.
