A general trading license and a specific trading license sound close enough to mix up, and the gap between them only becomes obvious once a business tries to add a product line it didn’t originally register for. One covers a narrow, defined set of goods. The other covers most physical goods under one registration. Picking the wrong one at setup doesn’t block the business immediately — it blocks it the day the product mix changes.

What a General Trading License Actually Covers

A general trading license is a commercial license under UAE Federal Decree-Law No. 32 of 2021 on Commercial Companies, issued by the Department of Economy and Tourism for mainland entities or by the relevant free zone authority for free zone ones. It permits importing, exporting, buying, and reselling a broad range of physical goods — electronics, building materials, textiles, machinery, furniture, foodstuffs — without filing a separate application for each category. A specific trading license, by contrast, is typically limited to one to three defined activities; adding a fourth outside that scope means a formal amendment, not a workaround.

What it doesn’t cover matters just as much: pharmaceuticals need Ministry of Health and Prevention registration, alcohol needs its own liquor license, weapons fall under UAE Strategic Goods Control, and financial services or investment products are regulated by the Central Bank or the Dubai Financial Services Authority — none of it opens under a trading license alone.

Activity Breadth as a Setup Decision, Not an Afterthought

Dubai South Business Hub Free Zone licenses cover more than 3,500 approved activities, with up to five selectable on a single license at no extra cost — additional activities can be added later for a fee. For a trader who isn’t yet certain whether year two brings furniture, auto parts, or FMCG into the mix, that headroom matters more than it looks like on a price sheet: it’s the difference between an amendment and a full re-license when the product line shifts.

Free zone general trading licenses carry the same multi-category flexibility as mainland ones, with one structural limit: selling directly to mainland UAE retailers or government buyers needs either a local distributor or a mainland branch, since a free zone company isn’t automatically licensed to trade inside the mainland market. For a trader whose customers are mostly regional or international rather than UAE retail counters, that limit rarely bites.

The Logistics Argument Specific to Dubai South

For import-export traders, jurisdiction choice isn’t only about the license category — it’s about how close the goods sit to the ports that move them. Dubai South Business Hub Free Zone sits directly beside Al Maktoum International Airport and within reach of Jebel Ali Port, which alone handles over 14 million TEUs a year, among the busiest container throughputs anywhere — putting a trader licensed there inside that corridor from day one rather than needing a separate logistics arrangement layered on top later.

Free zone routes there can be approved in as few as three business days once documents are submitted, against one to three weeks for a comparable mainland license, which also carries a mandatory Ejari-registered office that a flexi-desk package doesn’t require.

How Documentation Differs at Dubai South Free Zone

Applying for either license needs a completed application, passport copies of all shareholders and directors, and a clear description of the trading activity. A mainland application for someone already employed in the UAE typically needs a No Objection Certificate from that employer, plus a notarised Memorandum of Association for multi-shareholder structures. Free zone applications skip the notarised MOA for a sole-shareholder setup and generally don’t ask for an employer NOC at all, since Dubai South Business Hub Free Zone itself becomes the visa sponsor rather than routing through a separate MOHRE registration — one of the reasons free zone trading licenses process faster even before the activity flexibility is factored in.

Getting the Activity List Right the First Time

The practical takeaway is unglamorous: decide the activity list based on where the business is heading in eighteen months, not just what it sells on day one. A general trading license absorbs that kind of range without a re-license. A narrower specific trading license doesn’t — and the cost of that difference only shows up once a founder is already mid-shipment on a product category their license doesn’t cover.
