Missing Armor, Missing Safety: The RCMP’s Troubling Hunt

The RCMP’s got a real-life treasure hunt going on, but it’s no game! They’re on the hunt, not for hidden riches, but for their own missing gear. Hard body armour vests, essential for officers’ safety, have gone astray. Imagine playing a game of hide-and-seek with nearly 4,000 pieces of body armour that have exceeded their expiration date, posing a risk to the officers on duty. It’s like a giant puzzle, but this time, the missing pieces are crucial for the safety of those who protect and serve.

Canada’s National police force, the RCMP is now facing persistent challenges and scrutiny in recent years, reflecting broader concerns about its operational conditions within the government. Issues such as inadequate procurement practices, delayed replacements of essential equipment, and a lack of comprehensive inventory tracking have drawn attention.

For instance, in the aftermath of the 2005 Mayerthorpe killings, where four Mounties were shot and killed, government reports recommended improved access to hard body armour (HBA). However, subsequent reviews and incidents, including the 2014 New Brunswick shooting, revealed ongoing deficiencies in the RCMP’s HBA inventory, impacting officers’ safety.

Over one in five RCMP hard body armours used in firearms calls are expired

The current revelation that over 20% of RCMP’s hard body armour vests are expired further underscores the challenges within the organization.

In total, nearly 4,000 of the 18,595 units of hard body armour (HBA) used by RCMP officers across the country are past their 10-year recommended life cycle, the police force said in a document tabled in Parliament last month in response to questions by Conservative MP Kelly McCauley.

How has the Canadian government addressed the challenges surrounding the expiration of over 20% of RCMP hard body armour vests, and what steps are being taken to rectify the situation?

McCauley said the number of expired vests distributed to Mounties is “mind boggling” because a lack of body armour has previously resulted in the deaths of officers. I just don’t think they’re taking it seriously and they never disappoint in disappointing me, he said.

In its 2019 report, the auditor general also found the RCMP still didn’t have a national database to track its HBA inventory across Canada. Breton said the force expects to have such a tracking system for HBA set up after a new multi-year contract for such equipment is awarded “in early 2024.”

Kempa said it isinexplicable that, to this day, the force still doesn’t have a countrywide database to track all of its essential equipment.

How does the government respond to the criticism from Conservative MPs regarding the perceived lack of seriousness in addressing issues with the RCMP’s hard body armour inventory?

The government’s explanations, citing supply chain disruptions due to events like the COVID-19 pandemic and Russia’s invasion of Ukraine, have raised further questions about the efficiency of federal procurement processes. These issues point to a larger pattern of delays and shortcomings in addressing critical aspects of law enforcement infrastructure.

While the Royal Canadian Mounted Police (RCMP) is tasked with upholding the law and ensuring public safety, it has faced criticism for its own shortcomings, particularly in the management of its inventory and instances of alleged misconduct. The lack of attention to inventory management has been a recurring issue, as highlighted by the revelation that over 20% of RCMP hard body armour vests are expired.

Moreover, the RCMP has been embroiled in controversies involving its officers engaging in inappropriate and, at times, unlawful activities. Examples include instances of officers facing accusations of harassment, discrimination, and excessive use of force. In 2017, the force faced a class-action lawsuit involving allegations of harassment and gender-based discrimination within its ranks.

Looks like Trudeau’s squad has a knack for dodging the tough stuff. Even when the RCMP’s laundry list of misconduct allegations got a spotlight, the call for a national inquiry fell on deaf ears. No dice. And guess what? The mess just kept on rolling. It’s like a national game of hot potato with serious allegations, and nobody’s eager to step up and sort it out. The state of Canada’s top cops is looking dicey, and the Liberals seem to have a knack for staying in the clear, untouched by the whole debacle.
