A newly released independent report by British MP Rupert Lowe has reignited national debate over the UK’s long-running grooming gang scandal, detailing harrowing survivor testimonies and accusing authorities of systemic failures in protecting vulnerable children.

The 219-page “Rape Gang Inquiry Report”, unveiled on Tuesday by Reform UK MP Rupert Lowe, investigates what it describes as the “systematic targeting of vulnerable girls” across Britain by predominantly Pakistani Muslim gangs.

According to the report’s executive summary, abuse networks have operated in at least **149 local authority districts**, accounting for nearly 40% of such districts across the United Kingdom. The inquiry alleges that thousands of girls — many from working-class White British backgrounds — were groomed, trafficked, raped, and abused over several decades.

Graphic Survivor Testimonies Detail Abuse

The report includes disturbing testimonies from survivors, some of whom say they were abused from as young as eight years old.

One survivor claimed she was trafficked between multiple men, held in “punishment rooms,” and subjected to violent assaults after being manipulated into believing her abuser “loved” her. Others recounted being forced into drug use, coerced abortions, and witnessing acts of torture against other victims.

Another testimony described girls allegedly being held in dog cages inside vans, while several survivors said their abusers used racial and religious insults during the assaults.

Some survivors alleged they were pressured to convert to Islam, while others said perpetrators justified their actions by dehumanizing victims as “white trash” or “kuffar.”

Institutions Accused of ‘Enabling’ Abuse

The report sharply criticizes multiple British institutions, accusing them of failing victims despite repeated warning signs.

According to the inquiry:

>Police forces allegedly ignored complaints, destroyed evidence, and criminalized victims instead of suspects.
>The National Health Service (NHS) is accused of treating severe injuries and sexually transmitted infections in underage victims but failing to initiate safeguarding procedures.
>Schools allegedly overlooked suspicious behavior, including older men collecting girls from school premises.
>Social care services are accused of placing vulnerable children into environments where abuse continued.

“The perpetrators operated with impunity because the state enabled them,” the report states.

Political Fallout Intensifies

The inquiry has intensified political tensions, particularly after it accused the ruling **Labour Party** of suppressing investigations due to electoral considerations tied to Muslim voting blocs.

It also criticized the Conservative Party and Scottish officials for what it described as years of inadequate action.

Speaking in Parliament, Lowe called the abuse “pure unfettered evil” and demanded stronger legal action, including deportation of foreign national offenders and expanded transparency around offender ethnicity and nationality.

Calls for National Inquiry Grow

The release of the report follows growing public pressure for a full statutory inquiry into grooming gangs. A petition calling for greater legal transparency has reportedly gathered over 260,000 signatures.

While Lowe’s inquiry does not carry statutory powers, it claims numerous key witnesses cooperated and says those who declined participation would be publicly noted.

The scandal has once again raised difficult questions in Britain about child protection, institutional accountability, and whether fears of accusations of racism contributed to delayed justice.

Survivors, many now adults, continue to call for action.

“I just want it to stop and not happen to any other children,” one survivor said. “People need to stop being scared and actually do something.”
